That does make sense. The only other form I can think of, capable of creating advanced technology is something with a body plan similar to the anatomy of an octopus, the most intelligent invertebrate species on Earth. Multiple arms with rows of suction cups radiating from a central body would work great for making and handling tools. But yes, you're right, most body plans don't seem optimal for producing technologically advanced societies.
